In CW mode, the displayed frequency should be the frequency that is transmitted and received.
If you set the frequency display to 7.0475 MHz, the IQ32 should transmit on 7.0475 MHz. In receive, 7.0475 MHz should be the received frequency.

On the IQ32 if the display is set for 7.0475 MHz, the transmit signal is 7.0469 MHz. This is 600 Hz off frequency.

If you are operating at a band edge, you would end up transmitting out of band and you would not know it! For example if the display was set for 7.0003 MHz. The IQ32 would transmit at 6.9997 MHz. This is out of band and illegal.

The frequency should not change for transmit. The 600 Hz offset should be applied in receive only.
