When I tell the tuner to find a match, it switches through the combinations of L and C until it stops. It finds
a decent match, but I get relay chatter in sync with my morse code elements. ???
Has anyone any ideas?

Yes, relay chatter indicates that RF is getting into the control system that drives the relays and causing them to switch unexpectedly. Solutions for this issue are:

1. Improve grounding. Ground the HR50 case, the radio case, the antenna feedline, baluns, power supplies, anything and everything.
2. Make some change in the antenna system, lengthen/shorten the antenna and or feedline change the jumper between the amp and the radio.
3. Ferrite beads/cores on the feedline near the HR50.
4. Lower the output power.
5. Pray.
